Public outreach grants

This competitive funding opportunity is for eligible community-based groups with experience in outreach, education, and/or technical assistance, for the purpose of raising awareness and improving access for Minnesotans who are seeking Paid Leave. These grant funds are focused on ensuring that employees, employers, and self-employed individuals—especially those facing barriers to access—understand and access Paid Leave benefits.

Minnesota Paid Leave is a new program launching January 1, 2026. It provides paid time off for:

  • Your own medical care
  • Bonding with a child
  • Caring for a loved one
  • Managing active duty leave
  • Certain personal safety issues

The program aims to improve the health and well-being of all Minnesotans.

As part of this effort, Paid Leave Public Outreach Grants provide funding to community-based groups to support projects that focus on at least one of the following:

  • Outreach
  • Education
  • Technical Assistance

These grants support efforts to ensure employees, employers, and self-employed individuals understand and access Paid Leave benefits. This is a competitive funding opportunity under Minn. Stat. 268B.18.

Funding availability

Funding for the Paid Leave Public Outreach Grants comes from a portion of annual projected Paid Leave benefit payments. According to statute, at least 0.5% of these annual projected benefits must be used for outreach, education, and technical assistance, with at least half of that amount dedicated to grants to community-based groups. For State Fiscal Year 2026, grants will be awarded from an available fund of $1,800,000. For State Fiscal Year 2027, it is anticipated that the funding will increase to $3,700,000.

Grant applications will be received for a two-year grant period, which is expected to begin in September 2025 and end on June 30, 2027. Separate budgets should be submitted for each year.

  • Grant period: September 2025 – June 30, 2027
  • Total funding available:
    • FY 2026: $1,800,000
    • FY 2027: $3,700,000 (anticipated)
  • Year 1 maximum: $100,000 per grant recipient
  • Year 2 expected increase: at least double Year 1 award, based on final funding

All funding decisions will be based on an evaluation process conducted by a review committee who will provide a recommendation to the Commissioner for final review and award decisions.
